Nació en Corrales de Buena (Satander), y llegó a Cáceres como aristócrata. Era cuñado de Francisco de Oriol y Urquijo, ministro de Justicia. Bustamante fue Alcalde de Cáceres (1963-1976).

Caballero de la Orden Militar de Calatrava.
