Arquitecto español, hermano del también arquitecto Luis Moya Blanco.

Licenciado en 1940, trabajó para la Dirección General de Arquitectura y formó parte del equipo de Luis Moya Blanco que proyectó las Universidades Laborales de Gijón y Zamora.
